This paper establishes the necessary and sufficient conditions for the reality of all the zeros in a polynomial sequence { P i } i = 1 generated by a three-term recurrence relation P i ( x ) + Q 1 ( x ) P i - 1 ( x ) + Q 2 ( x ) P i - 2 ( x ) = 0 with the standard initial conditions P 0 ( x ) = 1 , P - 1 ( x ) = 0 , where Q 1 ( x ) and Q 2 ( x ) are arbitrary real polynomials.

We are interested in such HPs whose number of equalities between roots of the polynomial and/or its derivatives is higher than expected. We prove that there are absolute constants c 1 > 0 and c 2 > 0 such that for every { a 0 , a 1 , ... , a n } [ 1 , M ] , 1 M exp ( c 1 n 1 / 4 ) , there are b 0 , b 1 , ... , b n { - 1 , 0 , 1 } such that P ( z ) = j = 0 n b j a j z j has at least c 2 n 1 / 4 distinct sign changes in ( 0 , 1 ) . This improves and extends earlier results of Bloch and Pólya.
