For a second-order singularly perturbed ordinary differential equation (ODE) under the Robin type boundary conditions, we develop an energetic Robin boundary functions method (ERBFM) to find the solution, which automatically satisfies the Robin boundary conditions. Nous étudions le problème de Neumann avec dérivée oblique dans un domaine 2-dimensionnel borné par un contour régulier C . Le champ vectoriel donné sur C peut être tangent à C en un nombre fini de points.
