We deal with an optimal control problem governed by a pseudoparabolic variational inequality with controls in coefficients and in convex sets of admissible states. The existence theorem for an optimal control parameter will be proved. The existence and the unicity of a weak solution of the boundary value problem for a shallow shell reinforced with stiffening ribs is proved by the direct variational method. The boundary value problem is solved in the space $W\left(\Omega \right)\subset {H}_{0}^{1}\left(\Omega \right)\times {H}_{0}^{1}\left(\Omega \right)\times {H}_{0}^{2}\left(\Omega \right)$, on which the corresponding bilinear form is coercive.
